Europrotocol Accident Report: When and How to File Without Police

1. What is Europrotocol and What is Its Legal Status?

Europrotocol (joint accident report) is a simplified accident notification method used by drivers without involving the National Police. This procedure is regulated by Article 33 of the Ukrainian Motor TPL Law.

2. When CAN You Use Europrotocol?

  • Only two vehicles: exactly 2 vehicles involved.
  • No injuries or casualties: no harm to life or health.
  • Valid OSCPV policies: both drivers have active policies.
  • Full agreement on guilt: drivers agree on accident circumstances.

3. When CANNOT You Use Europrotocol?

  • Injured people: any injuries to drivers or passengers.
  • More than 2 vehicles: 3 or more vehicles involved.
  • Suspected intoxication: any signs of alcohol or drug use.

4. Insurance Payout Limits Under Law No. 3720-IX

Under Law No. 3720-IX, compensation under Europrotocol is paid within the standard statutory property limit (up to 250,000 UAH per injured person, max 1,250,000 UAH per event).

5. Step-by-Step Actions at the Accident Scene

Safety First

Stop, activate hazard lights, place the warning triangle and make sure nobody is injured.

Check Eligibility

Europrotocol is available only when all conditions are met: a contact accident involving two insured vehicles, no injuries, agreement on circumstances and no signs of intoxication.

Verify Policies

Verify insurance validity through the official MTSBU service. For the electronic Europrotocol, both vehicles must have valid domestic policies.

Take Photos

Before moving vehicles, capture the overall scene, vehicle positions, license plates, road signs/markings and all damage.

Complete the Europrotocol

Use the MTSBU electronic system or the paper form, enter the information carefully and sign it as required.

6. MTSBU Electronic Europrotocol

The official system is available at dtp.mtsbu.ua. It helps identify participants, validate policy data, attach photos and submit the accident notice through the system.

Electronic filing requires Internet access and a camera-equipped device; participant and vehicle data must be correctly identifiable in the MTSBU database.

7. Paper Europrotocol

  • One set is completed for both participants — vehicles “A” and “B”.
  • Draw the accident diagram, travel directions, signs, markings and initial point of contact.
  • Both drivers sign the form.
  • Do not make corrections or additions after separating the copies.

8. What to Do After Filing?

Notify the Insurer

For a paper Europrotocol, participants must contact their insurers with their copy no later than three working days after the accident. With the electronic system, insurer notifications are sent automatically.

Preserve Damage

Do not begin repairs before insurer inspection unless a different procedure has been agreed with the insurer.

Submit a Claim

The injured party submits a claim and supporting documents under the insurer’s procedure; where provided by law, direct settlement through the injured party’s own insurer may apply.

9. Europrotocol FAQ

If all Europrotocol conditions are met, the accident may be documented without police. If any condition is not met, call the police.

From 1 January 2025, the separate Europrotocol cap was abolished; the standard OSCPV liability limit applies.
