Motor TPL Discounts in Ukraine (2026): 50% Premium Under Law № 3720-IX
With the enactment of the Law of Ukraine № 3720-IX regulating mandatory civil liability insurance of vehicle owners, and under official Motor (Transport) Insurance Bureau of Ukraine (MTIBU) guidance, full exemption from compulsory Motor TPL insurance has been officially abolished: Motor TPL is mandatory for all drivers.
Previously, certain driver groups operated under exemptions from mandatory contracting. Under current statutory rules, every motor vehicle in road traffic in Ukraine must have a valid electronic Motor TPL policy. In place of exemption, Ukrainian legislation provides a targeted social subsidy: a 50% premium reduction for qualifying categories of citizens.
Key Rule: Mandatory Policy for Every Motorist
Operating an uninsured vehicle is an administrative infraction subject to official fines. If an uninsured driver causes a road accident, they face personal financial and civil liability for all inflicted property and bodily damages. The MTIBU database must contain an active policy record for every vehicle.
Eligible Categories for 50% Premium Payment in 2026
- Combat veterans (UBD) and individuals with war-related disabilities;
- Persons with Group I disability driving personally or having an authorized driver operate the vehicle in their physical presence;
- Persons with Group II disability;
- Citizens affected by the Chornobyl disaster (Categories 1 and 2);
- Old-age pensioners.
Statutory Technical and Operational Criteria
- Engine displacement not exceeding 2,500 cc (or electric motor output up to 100 kW);
- Vehicle owned and operated personally by the eligible beneficiary (or in presence for Group I disability);
- Strict exclusion of commercial use (taxi, commercial freight, paid transportation);
- Single contract limitation: one eligible person may only hold one preferential policy at any given time.
