Driving Without Motor TPL in Ukraine: Police Fines, Database Checks and Accident Liabilities

Operating an uninsured vehicle in Ukraine results in administrative penalties under Article 126 of the Code of Administrative Offences and substantial financial liabilities in case of an accident.

Under Article 126 part 1 of the Ukrainian Code of Administrative Offences, failure to present a valid Motor TPL policy carries a fine of 425 UAH (doubled to 850 UAH if unpaid within 15 days).

Patrol police verify policy authenticity electronically through the centralized MTSBU registry using the license plate. There is no grace period after policy expiration. If an uninsured driver causes a road accident, MTSBU compensates the victims and files a full subrogation lawsuit against the at-fault driver.
